On April 21, 2025, the College successfully hosted the Master Lecture on Global Political Economy at the Liang Kuo Shu International Conference Hall, featuring Professor Abraham Newman from the Department of Government and the Walsh School of Foreign Service at Georgetown University as the distinguished guest speaker. His lecture was titled "Economic Security Under Trump 2.0."

社會分類、政黨身份與情感極化:探索臺灣社會情感極化的基礎
|
研究關注台灣社會中的情感極化現象,特別探討其來源。根據社會分類理論,當民眾的政黨認同與其他社會身分高度重疊時,會縮短社會距離,強化群體內部認同,並對他群採取更敵對的態度。透過網路調查及多元回歸與中介分析發現,社會距離確實是影響台灣情感極化的重要因素,尤其是與敵對政黨間的社交距離最具影響力。此外,政黨認同強度雖為中介變項,但僅在泛綠群體中具部分解釋力,可能因其政治立場較一致;相對地,泛藍群體成員間的差異性較大,難以形成一致的情感反應。

新冠肺炎疫情為人類生活的許多方面帶來了巨大的經濟和社會影響,但這些影響並不均衡,健康和勞動力市場風險首當其衝地落在社會經濟處於不利地位的個人和家庭身上。我們發現,發展成熟的福利國家可以有效藉由其健全的福利制度來有效減輕此類社會風險並促進社會團結,而福利制度尚在發展中的國家,則需要仰賴非政府組織(與社會團體)在疫情面前發揮主導和補充的作用。新冠疫情提供機會讓我們重新思考當前資本主義經濟和福利國家的結構關係,並促使東亞和東南亞國家進行更明顯的福利改革。

2025年4月15日中午在社科院舉辦了社法心輔講座,邀請林德慧諮商心理師主講,透過一系列活動,幫助剛結束期中考的同學放鬆身心、釋放壓力。
|
活動開始,林心理師先從人們面對壓力與情緒問題時,常見的負面標籤和迷思。每個人有自己獨特的思維方式,影響著自己面對和管理壓力與情緒的方式,有些思維方式也可能阻礙自己處理壓力與情緒,藉此引導大家了解自己面對壓力與情緒問題時,可能存在的一些阻礙。調整思維模式及自己面對身心狀態的方式,能夠改變因應壓力的樣貌與姿態。

本次活動不僅提供同學在繁忙學期中暫時喘息的空間,也讓大家學習如何辨識並管理壓力,也提供一個陪伴自己處理情緒的方式。
同時傳達出一項重要訊息——當壓力難以承受時,心理輔導中心始終是同學可以尋求協助的溫暖後盾。

接下來,進一步地帶大家重新認識情緒。說明了負面情緒如果沒有適當地轉化或釋放,形成負能量,儲藏在身體裡,長期積壓的負能量在我們的身體中持續累積,導致身心症狀與疾病的產生而影響健康。因此,情緒管理非僅依靠圍堵或壓抑。適當的情緒轉化與釋放,能幫助我們保持身心狀態的平衡。
接著,在心理師的帶領下,大家進入正念冥想的活動,練習專注而緩慢的深呼吸,同時保持對身體感受的覺察,專注地感受與聆聽身體感覺傳遞的訊息,同時練習不被內在的批判與評論干擾。隨著舒緩的音樂流淌,教室內的氣氛也逐漸寧靜下來。進一步覺察近日煩惱的人事物、壓力源,接下來的活動,嘗試促進以雙手交替的藝術文字活動,將個人內在感受與自我對話,以繪畫和文字的方式呈現。最後將文字創作成一首詩,幫助自己內在情緒能量的釋放與轉化,面對讓自己困擾的人事物,透過創作歷程能夠找到超越自我。

NTU Political Science Team Visits University of Hamburg

Strengthen Taiwan-Germany Academic Ties
|
Professor Helen K. Liu from the Department of Political Science and the Graduate Institute of Public Affairs at National Taiwan University, along with graduate student Yu-Wei Guo from the Graduate Institute of National Development, visited the University of Hamburg in mid-April to carry out a national research project on Taiwan-Germany academic exchange.
Launched in 2022 and co-led by Professor Liu and Professor Rick Vögel from the University of Hamburg, the three-year project focuses on how citizens and public servants in Taiwan and Germany perceive each other and interact. The goal is to understand how these interactions influence public cooperation and policy participation. The two teams have jointly developed a coding manual and a framework for cross-national comparison, and continue to collaborate through academic visits and on-site research.
During the visit, Professor Liu was invited to speak in the “Sustainable Transformation & Cross-Sector Collaboration” course at the Faculty of Socioeconomics. Her talk, titled “Hybrid Intelligence in the Public Sector,” introduced Taiwan’s latest practices and studies in smart governance and sparked in-depth discussions on the role of AI in public administration.
Graduate student Yu-Wei Guo joined a writing workshop led by Professor Vögel, where she received intensive training in research design, data analysis, and academic writing, gaining firsthand experience of Germany’s rigorous approach to higher education.

This exchange highlighted Taiwan’s research strengths in public administration and smart governance, while deepening the academic partnership between Taiwan and Germany. It also set the stage for future collaborations in joint research, faculty and student exchange, and international public governance.

Taiwan-Germany Comparative Study Published in Top International Journal

Boosting Taiwan's Academic Visibility in Public Administration
|
Professor Helen K. Liu from the Department of Political Science and the Graduate Institute of Public Affairs, along with graduate student Yu-Wei Guo from the Graduate Institute of National Development, has been conducting a Taiwan-Germany research project since 2022. They are collaborating with Professor Rick Vögel and PhD student Anne Dahlweg from the University of Hamburg. The team explored how citizens and public servants in Taiwan and Germany perceive each other through their interactions.
The results of the study were compiled into a research article titled Cross-country differences in implicit citizenship and servantship theories: Contrasting evidence from Germany and Taiwan, which has been accepted—following anonymous peer review—for publication in the internationally renowned SSCI journal International Review of Administrative Sciences. The journal is a long-established and highly influential international publication in the field of public administration. In 2023, it had an Impact Factor (IF) of 2.7 and placing it in the Q1 globally.
The study integrates theories from public administration and social cognition, surveying 1,903 citizens and public servants across Taiwan and Germany. It investigates how participants view their own roles and those of each other. Findings show that Taiwanese citizens tend to associate citizenship with constitutional responsibility, collective identity, and civic education. In contrast, German citizens are more likely to view themselves as users or consumers of public services. While the perception of public servants is similar in both countries, Taiwanese respondents emphasize job stability more strongly, whereas in Germany, high overall employment security makes this less of a focus. These differences reflect the unique institutional and historical contexts of each country (Dahlweg, Guo, Liu, & Vögel, 2025).

This exploratory comparative study enriches social cognition theory related to citizen-state relations and offers valuable cross-cultural insights.

2025年5月09日(五),臺大社工系接待由泰國法政大學社會政策與發展學系 (Social Policy and Development, Thammasat University) 講師與大四學生組成的國際見習團,一起餐敘以及交流雙方的學習與生活經驗。
本次交流活動由臺大社工系楊培珊教授主持,系主任趙曉芳教授簡介臺大社工系概況與教學願景,爾後依據分享主題分成「國際移民」、「社工教育」、「LGBTQIA+權利」與「社區工作」四個小組,兩校師生得以彼此交流與分享各項議題在泰國與臺灣兩地的現況與發展,以及師生自身針對議題的所學、所思與所感,今日在各項議題的討論交流對於兩校師生而言皆頗有啟發,同時也更為拓展師生的國際視野,助於學生與國際接軌。

Evolving social risks and welfare states in the era of triple transition
|
本次學術論壇特別邀請韓國延世大學的崔教授,與本校師生共同探討「三大轉型」——人口結構、數位發展與氣候變遷——之基本概念,並深入分析其對當代與未來福利國家體制可能帶來的影響。崔教授強調,面對多重轉型議題,亟需制定具備制度互補性與包容性的社會政策。他以人口轉型為案例,提出一套策略矩陣,明確區分福利國家的因應策略為「保護」與「投資」兩大面向,並進一步細分為「回應性」與「預防性」策略,對應不同世代與生命階段的需求,呈現出四類政策工具架構。
綜合崔教授的觀點,為推動更完善的三大轉型,政府有必要建立整合性的治理架構,並加強跨部門與跨領域的協調能力。在具體策略上,應優先設計與推動無條件基本服務的社會投資機制,提升各年齡層之勞動市場參與度;同時,鑑於經濟不穩定的情況,亦須考慮當今市場的多元就業形態,評估無條件基本收入的政策可行性。此外,崔教授亦建議,政策轉型過程應納入彈性與社會創新概念,藉此提升福利國家面對新社會風險的韌性。
本次論壇討論熱烈,與會者就我國福利國家如何回應三大轉型進行深刻交流,促進了學術界與政策實務之間的對話,提供重要啟示。

Addressing the ‘Birth Strike’ in East Asia: Are Family-Friendly Policies Enough? "

活動由劉秋婉副教授擔任主持人,工作坊分別邀請到施世駿教授、洪伊貞副教授、以及張兆恬副教授擔任講者,分別就三個主題進行演講:'Social Investment and Family-Friendly Policy: Light and Shadow'、'Why Low Fertility in East Asia and Southern Europe? An Agenda for International and Comparative Research' 、'What Can the Law Do About Low Birth Rates? A Taiwanese Perspective',從社會投資、勞動市場、法律制度、生育自主等面向,深入討論東亞地區面臨的「生育罷工」現象。活動也特別感謝台灣韌性社會研究中心提供部分經費支持。感謝講者與參與者的熱烈交流,現場討論十分精彩,也激發許多延伸思考。

- 今年(2025年)4月9日於社科院梁國樹國際會議廳,臺大風險中心首次與台灣世界展望會、台灣發展研究學會共同舉辦「淨零公正轉型X台灣能源公平調查發布論壇」,探究經濟弱勢家庭在能源支出、能源效率與成本負擔問題,以掌握社經弱勢者問題結構特性,提出立基於實證調查之能源公平政策建議。

- 臺大風險中心與歐萊德(O'right)等單位合作,於今年4月14日共同舉辦《IPCC學者國際論壇:北極的最後一塊冰,格陵蘭冰川冰融全球危機》紀錄片首映暨專題論壇。邀請到全球氣候變遷數據權威William Colgan博士、格陵蘭原住民因紐特獵人Olennguaq等專家一同與會分享。線上線上近300名大專院校學生、學者、企業、媒體共聚一堂,透過科學研究及冰融見證者的親身故事,深刻體會氣候變遷的急迫性及轉機。

- 臺大風險中心今年度「富邦永續大未來論壇」將於2025年6月11日霖澤館國際會議廳舉辦,本次以「新興政經局勢下臺灣永續轉型風險與機會」為題,共思在國際政經局勢下,臺灣政治、經濟、社會將面臨的危機與轉機,如何提升整體社會韌性、抵抗衝擊、創造機會來面對全球挑戰。
